900 g minced beef

0.5 tsp black pepper
2 tbsp vegetable oil
1 cup onions (sauté)
ground red pepper (hot pepper)
2 tsp ground garlic
1 tbsp thyme
0.25 tsp salt
2 tbsp tomato ketchup
2 cups water (for simmering filling)
0.5 cup green onions (fold in)
assembly
1 pcs egg (beaten)
1 tbsp water (for egg wash)
0.25 cup water (for sealing edges)
Directions
Make the pastry dough: In a large bowl combine flour, cup salt and curry powder/turmeric; rub in butter/shortening until small pieces are coated.
Add about 1/2 cup ice water and mix by hand, adding 2–3 tbsp more water at a time until a dough forms; divide and chill 30 minutes (either 2 large pieces or 10–12 portions).
Make the filling: In a bowl season minced beef with allspice and black pepper and set aside.
Heat oil in a skillet; sauté onions until translucent then add ground red pepper, garlic and thyme and cook ~1 minute; add 1/4 tsp salt.
Add seasoned beef, break up clumps and cook until no longer pink; add ketchup and salt to taste.
Pour in 2 cups water, bring to a boil then simmer until most liquid evaporates and mixture reduces to a thick sauce; fold in green onions and cool completely.
Assemble patties: Beat egg with 1 tbsp water for egg wash and set aside.
Roll chilled dough into circles ~5 inches (or large circle and cut rounds).
Place ~3 heaping tbsp filling on half of each round; moisten edges with water, fold over and press to seal; crimp edges with a fork and trim excess.
Place patties on a parchment-lined baking sheet and chill while preheating oven to 175C (350F).
Just before baking brush patties with egg wash and bake 30 minutes or until golden brown; cool on wire racks and serve warm.
